Andrew McGinty
Andy leads the operations and management of NewCastle Development Group. He oversees all land and community acquisitions, business strategy, and investor relations. Andy has over a decade of experience in residential and commercial real estate in Delaware, Maryland, Virginia, and North Carolina. Before his career in multifamily development, he was an executive with the management consulting firm Accenture in Washington, DC, and Paris, France. Andy has an MBA from the University of Virginia and a BS in Mechanical Engineering from Virginia Tech.
Jess Achenbach
Jess heads the development team for NewCastle Development Group. He leads all land acquisitions, deal structuring and entitlements for all of NewCastle’s development opportunities. He manages project planning and oversees new development preparation and design. Before joining NewCastle, Jess worked for Jones Lang LaSalle in its Chicago-based Capital Markets and Investment Sales group. He also founded and ran a residential real estate development company in Charlottesville, Virginia. Jess has a BA in Economics from Vanderbilt University.
Adam Swartout
Adam leads the construction team for NewCastle Development Group. He is responsible for the successful execution of all of NewCastle’s Virginia projects from development through construction and stabilization. He draws on his 30+ years of experience in the construction and real estate industry to oversee the design and construction of NewCastle projects and the integration of the leasing and property management teams. Before joining NewCastle, Adam was a Project Executive with Grunley Construction and played a key role in the company’s significant growth in the Washington, D.C. market during his 15-year tenure. He also served as Director of Construction for a leading real estate development company in the Charlottesville, VA area. Adam holds a Bachelor of Architectural Engineering degree from Penn State University with a specialization in Construction Management.
Jeff Shifflett
Jeff Shifflett is responsible for the successful execution of NewCastle's new construction developments, overseeing projects from initial planning and preconstruction through completion and transition to property management. He ensures seamless coordination across all phases of development, delivering projects that meet NewCastle's standards for quality, schedule, and financial performance. Before joining NewCastle, Jeff served as a Director of Construction with an ENR Top 50 construction management firm, where he led the delivery of a diverse portfolio of projects including student housing, higher education, healthcare, and institutional facilities. He earned his degree from the Myers-Lawson School of Construction and brings extensive experience in construction management, project execution, and team leadership to every development he oversees.
Philip Krebs
Phil is responsible for deal underwriting, financial analysis, and project support throughout the acquisition and development life cycles. Before joining NewCastle, Phil worked at PwC in its Chicago M&A practice. While pursuing his MBA, he completed internships in real estate investment with Covenant Capital Group and Zurich Alternative Asset Management. Phil has an MBA from the University of Virginia and a BBA with a dual major in Accountancy and Applied Mathematics from the University of Notre Dame.
Amanda Sweeney
Amanda serves as Business Support Manager at NewCastle Management Group. She began her career in property management in 2018 as a leasing agent, building firsthand knowledge of the industry from the ground up before transitioning into a corporate support role. Amanda oversees daily business operations across administration, finance, human resources, compliance, and project coordination, providing critical support to senior leadership and cross-functional teams throughout the organization. She draws on her property management background to manage complex, multi-entity workflows — from accounts payable and lender governance reporting to HR compliance and internal process improvement.
Mimi Blanchetti
Mimi is an accomplished Regional Property Manager with over a decade of experience in property management. She currently oversees NewCastle Management Group’s Charlottesville portfolio. Deeply committed to the industry’s advancement, Mimi serves as Chair of the Advisory Committee for the Blue Ridge Apartment Council and as a Board Member for the Virginia Apartment Management Association (VAMA). She holds a Bachelor of Science from Old Dominion University, bringing deep-rooted local expertise and a strong commitment to the Virginia communities that NewCastle serves.
Allie Perez
Allie Perez is an accomplished Regional Property Manager with a proven record of excellence in multifamily housing. She oversees three stabilized communities across Virginia as well as active lease-up properties, bringing both operational discipline and a hands-on approach to every asset she manages. Allie was recognized as Property Manager of the Year in 2023, a testament to her dedication to resident experience, team leadership, and community performance. She holds a Bachelor of Arts from the University of Virginia, grounding her work in the same Virginia communities she is proud to serve on behalf of NewCastle Management Group.
Tangela Lambert
Tangela leads the Human Resources function at NewCastle Management Group, overseeing HR operations, talent strategy, employee relations, compliance, and organizational development across a multi-site portfolio. With more than a decade of experience, she has guided people strategy for high-growth organizations, including serving as the senior HR executive for a leading real estate investment and development firm, where she partnered with executive leadership to support business growth, talent development, and organizational excellence. Tangela also brings experience as a fractional HR consultant, advising organizations on scalable people operations and compliance strategies. She holds an MBA in Human Resource Management from Liberty University and a BS in Business Administration from Hampton University.
